Vincent A.C. Swartz, 55, of Penn Yan was arrested Jan. 16 by Penn Yan Police following investigation of a Jan. 8 incident when they responded to a reported tresspasser. That resulted in the arrest of an intoxicated Penn Yan teenager for allegedly menacing an Officer with a knife. Police say Swartz provided the alcohol to the teenager preceding the incident. He was charged with 1st degree unlawfully dealing with a child (class A misdemeanor).

In a separate incident, Swartz was charged with 2nd degree unlawful imprisonment and forcible touching (class A misdemeanors). Police say they are investigating that incident where Swartz allegedly held a person down and touched their genitals against their wishes. Swartz was brought to Yates County Centralized Arraignment Court for an order of protection for the victim to be served on him. He was held in lieu of $1,000 bail or $2,000 bond.
