Penn Yan village officials have begun the process of updating zoning regulations along the Keuka Lake waterfront and Keuka Outlet.

Some of the proposed regulations, based on the village master plan, which includes a recommendation for a public pathway and boardwalk in the marsh, call for establishing easements that would permit a public walkway.

Through this process, a debate has developed over whether a pathway with a boardwalk should ever be planned through the Keuka Lake Marsh to extend the Keuka Outlet Trail.
