Draft comprehensive plan ready for review

After more than two years of work, the Village of Penn Yan Comprehensive Plan, in draft form, is available for review, and a presentation to the public, followed by a public hearing is being planned for 7 p.m. Oct. 12 at the Penn Yan Middle School Auditorium.

There are still opportunities for members of the public to contribute to the final plan. After the Oct. 12 public hearing and final approval by the Village and County Planning Boards, the Village Board will hold a public hearing before adopting the final plan.

The comprehensive plan is an update of the village’s Master Plan, adopted in 2000, and is intended to document the community’s vision for development. The plan, prepared by the Steinmetz Planning Group, incorporated the work of a steering committee of local officials, with input from community members and organizations. It is intended to be relevant for 10 years.

A community’s comprehensive plan is useful for grant applications, making decisions about zoning, subdivision and land development, budgeting and capital improvement planning, and cultural and economic development planning.

During community workshops, stakeholder interviews, surveys and workshops, the consultants established an inventory of strengths, weaknesses, opportunities and threats and developed a list of five priorities for the village into 2025:

• Fill vacancies in the downtown area

• Foster additional employment opportunities

• Attract additional commercial and retail development

• Improve the appearance of downtown

• Preserve and rehabilitate historic building stock.

The top amenities to enhance in the village:

• Extension of the Outlet Trail

• Expanded recreation or community center

• Rehabilitation of the Sampson Theater.

The plan lists a specific community vision, and then relates specific tasks to be carried out to meet that vision.
