Penn Yan man arrested again on release from jail

PENN YAN – Edward F. Galvin III, 34, of Penn Yan, was arrested Aug. 2 by Yates County sheriff’s deputies as he was being released from the Ontario County Jail, and was turned over to Penn Yan Police on an arrest warrant for failure to appear in Village Court.

Galvin’s arrest stems from an incident Feb. 8 when police were called to a disorderly conduct complaint on East Elm Street and encountered Galvin, who fled on foot towards Main Street. The officer caught up Galvin there, but he physically resisted arrest. 

Once subdued, the officers found Galvin to be in possession of multiple crack-cocaine pipes and other drug paraphernalia. He was charged with obstruction of governmental administration, seventh-degree criminal possession of a controlled substance, and resisting arrest. He was released with appearance tickets for Penn Yan Village Court, but never appeared in court to face the charges. 

Galvin was held at the Yates County Jail pending an arraignment, but under the Bail Reform Act, was released again to appear in village court later.
